I was talking about the Internet, characterized by the wide adoption of the TCP/IP protocol. US started that in 1983, Europe in 1984. Hong Kong had a packet switched network in 1981, but not based on TCP/IP.

I admit I was wrong to say it only appeared in US in the early 80's, but you are no better by mixing ARPAnet and/or other networks with the Internet.
