the incoming packets need to be queued. I simplified the problem to make the packets like ATM packets, but the real problem deals with ethernet packets which the size of each packet varies. However, the idea should work the same. The capacity of the network should be bounded according to the distribution, of course, I need to find a way to prove that is correct.
