At least for the Asia-Pacific Region, the organization's reputation and awards have been abused. One example, some of the IEEE Fellow in this region were elected due to their positions in their government, or the needs to flatter the government they represent, but not by the academic achievents that are internationally recognized. Say, PKU's Yang XX, has she reached the academic level most of IEEE Fellows in her field have done? I don't think so, absolutely not. The only reason she was elected is that at the time the honor has to go to somebody from China to gain Chinese government's support, at least not oppositon, to IEEE's activities in China.
I won't surprised to see Sweden Royal Scientific Academy awards one of its pretigious Nobel Prize to a Chinese scientist nominated by Chinese government in a foreseen future--- Swedens can't reject the enormous attrativeness of the Chinese market for so long! :))
