then the real question is what does "human-centered" mean. what is humanity? don't forget that the world is not unified as Da Tong or Utopia yet. just like you, the US government will also appeal to this "human-centered" argument, albeit in its own national interest. why Bush declined to participate in the Kyoto Treaty and why some other countries are not happy about that? there might be at least two legitimate issues: the scientific basis of this treaty could be dubious and the interests of nations may be in conflict. in any case, neither science or policy alone can solve problems or get things done. if every one, every group, every organization, every region, every social class, and every nation state has their own definition of what is human, then the real issue is far from being solved.
