I believe everyone is capable to doing both good and evil, and everyone is trying to maximize his or her own gain, and everyone is corruptible. Hence, the check and balance is required for a society so that every capable person could be put into the leader position. Such society does have to wait for a saint with perfect character. You, like many other Chinese, on the other hand, want "perfect leaders." China will never have such a leader either.
