It's just an occational renting. I don't think property tax should be involved here. But the rented room must fulfill some requirements, for example, having access to a bath room without going through another room; having a door, a window, heating, etc. Usually you may not rent a living room, or an unfinished basement separately.
Renting income is taxible. But meanwhile the mortgage interest, harzard insurance, utilities, repairs, management costs involved are tax deductable.
