As I knew, there is no international law that prohibits construction of artificial island.

China can build the island but does not automatically has the sovereignty.

In reality, international law on disputed area has always been status quo. Whoever occupies a disputed area has the de facto sovereignty. As a result, if China builds it, she owns it.

I am no fan of Chinese CCP government. But there it violated no international law by building island.
