People get rich mainly because they are lucky alright. Different people have different luck that's life. If you don't work smart and work hard to expose yourself to more opportunities that's your problem. Now if those poor in the hinterland are worse off because of the reform, or they have been ripped off opportunities and options they originally had, I am all for government compensation. If they are not properly compensated they should steal and rob in the city in order to make it even. But if people start a revolution just because they are not getting rich as fast as others, they should be put in jail and their lives must be made even more miserable.

AFter all, a revolution starts not because it is justified, but because it can not be repressed. That's also life. How much the government should spend on welfare depends on the risk of damage caused by social turmoil and depends on the loss of benefit from investing the money somewhere else. It should be based on SuanZHang not moral ideology.
