I’d think that cultural background played more important role than the number of masses.
In Chinese culture (as the history shows), unless the poor mass is under the threat of starvation, the likelihood that they will go for military rebelling is small.
With the agricultural technology we have today, it's very unlikely that large scale famine will occur.
