not really, high price changes peoples' behavior. More people may use public transportation than driving, and cutting trips. Also, energy efficient cars will be in high demand, usually those cars will last a couple decades and end up lower oil demand for the year to come. In 1973, oil price is all time high, and yet, the result set Saudi Arabia's economics to its lowest point. Don't simply higher price always bring money to the sellers.
