One can live happily there with even less. The cost of rental is indeed quite low compared with owning a house in the bay area.
If money is the primary concern, he should evaluate how much opportunity he would have by working in the area. It's the opportunity that brings in money not salary. Study the offer, find how much chance he will get a sizeable raise in the near future. And evaluate opportunities of getting a higher paying job with another employer. After that he should ask himself what his strength and weakness are and whether he is able to leverage his strength to capture these opportunities. He should absolutely not make the decision solely based on the salary number on the offer.
