Yes the government should ease the supply side if demand is strong. However, government is also responbsible for the long term development and growth of the city. Given that fact that in SH people still want to live close to the city center and suburban life style has yet to take root, it would be a nighmare in the making if they don't take control of the land around the center town of 18m population.

BTW the suburban market is quite healthy in SH. For example, the price of a modest apartment in JiaDing, about 15km (excellent high way) to WaiHuan, is around RMB3-4k/m2.
