However, the problem of national health system is how to manage the health resource in a grand scale, and how to efficiently use the health resource.

For example, Canadian health system reliies on the blend of national and province responsibility. It is inefficiency in terms of health services utilizations. However, the health outcomes such as mortality and morbidity, are much better than the US system. Furthermore, the Canadian system costs much less than that of US, about one fourth less in Canadian than in the US as a percent of GDP.

For the high cost drugs, only those rich people can access that, and those people are usually in a different health insurance network. Their consumption of health resource won't affect average people.
