Your recent article “xxxxxxxx” (xxx, xxxx 2005) was right on asserting the increased awareness of environment problems in China. But Kathy Chen missed the point completely about the controversial Yuan Ming Yuan project, due to her misunderstanding about the leakage prevention technology adopted by this project.

Pond leakage, due to permeable soil layers and low underground water table, is a serious problem in Northern China. The Yuan MingYuan project correctly applied pond-liner to prevent water leakage and save the operation cost. Modern liner, as the one used by the Park, has been proved environmentally safe. It has been widely used in China and the United States, primarily for ornamental ponds, water storage, fish hatcheries, and research facilities (references xxxx, xxxxx…….).

The incorrect accusation of the Yuan Ming Yuan project demonstrated the scientific incompetence of the Chinese Bureau of Environment Protection. Enthusiasm about environment alone can be counter-effective. Scientific approaches and mechanisms of rational decision-making are yet to be equipped for China's environment projection.
