China Central Television reported that not long before the Daxing coal mine tragedy in southern Guangdong Province, in which about 120 miners died, the coal pit's owners organized an experts panel to review the safety situation, which it concluded was adequate.
This turned out to be a fatal miscalculation.
But a so-called expert panel issuing suspect opinions is not rare. The much-publicized scandal concerning the Yuanmingyuan Park's decision to cover the bed of its lake with an impermeable membrane is a similar case.
An expert panel was convened by the park's administration to assess the project's environmental impact before work began.
The panel gave the go-ahead, a verdict that was incorrect according to a more serious expert panel organized by the State Environmental Protection Administration.

It makes nonsense to compare the expert panel organized by the coal pit's owners to the one by the park's administration. The later made a right decision on the use of geotextile, the so-called impermeable membrane. If the author of this article has read the verdict given by the "more serious expert panel" organized by the State Environmental Protection Administration, s/he could find that the geotextile used in Yuamingyuan seepage prevention project is efficient, non-poisonous, innocuous, stable, durable and safe (see section 15.1.3 of Qinghua's evaluation report), and has been widely and successfully used for ornamental ponds all over the world, including Beijing, even Yuanmingyuan itself. The only technical problem is that, as the report claims without giving any evidence or corresponding data, the geotextile is relatively less environmentally friendly than natural clay. Considering the excavation of natural clay can definitely cause soil erosion, I agree to some extent that experts' reviews are not always correct, let alone those given by nonexperts, like the self-appointed life-science professor Zhang Zhengchun.
