The central government collects or authorizes the collection of the majority of the country's tax money. It is also directly responsible for the well being of the people who live in local and remote regions. In fact, it is very much likely that it's the people in rich big cities across the country who are paying the tax that is used to support people in poor region.

China is not a true republic, refleced by its government structure. I say thsi debate is raising more interesting questions than it tries to solve. And that's a good thing.
