I have sent the following email to UTD, I will do the same thing for whoever did the same thing and send them to IRS/FBI/NSF/DoD/CNN. As Chinese, my image is shadowed by these bastard here is US, I was born with the guilt of espionage because of these criminals, as a residence of US, my chance to get grant is reduced by the unfair competition. I pay more tax from my pocket to support the people I cannot stand.

We have one guy like this in school. I mentioned this to the dean, he will look into that. Everybody, no matter who you are, as long as you don't get this benefit, you should report them to FBI. Just for the sake of your greencard or just for fun, you should do it. no matter what your intention, you are doing the right thing.

It comes to my attention that Dr. Dian Zhou, a full-time tenured faculty from your department has a second full-time appointment, at Fudan University
of China. He appears to be a director of Institute of microelectronics in Fudan U.

Do you guys have a conflict interest policy? As a faculty with similar ethnic background, I found that many chinese-born faculty members here take second full-time job in china. They use their funded proposal (e.g. from NSF or DoD) to re-apply grant in China. This has led to a huge advantages in favors of those disgraced individuals, and put faculty like you in a unfair position in term of person income and research resource. Not mentioned their
threat to national security and potential felony offense on income tax fraud

A note, 30% of grant money applied in China goes to PI's bank account. People in that position could end up millions of chinese dollars grant money per year.

I hope Dr. Zhou is not the one like that. But I like to bring your attention on this potential conflict interest issue.
