critical because your job is to study a problem so you have to find something to work with. But outside that small circle, things are different. For example, I don't need anyone to tell me I have a problem if he does not at the sametime come up with some recommendation on how I will address this problem. If he does that often, I would regard him as having a negative attitude that will affect confidance and moral of the organization therefore he deserves to be dismissed.
