One of course can "skip" the Seminare w/o problems of receiving a PhD - but in principle that is required for your degree, at least in the field of natural sciences.
All I want to say is, Doktorand/in are still students (or you might call them phd candidate), no matter how flexible the system is. This is the key difference from those so-called "paper-phds".
