Now we have the answer:
1) The modern higher education system, initiated by a named Humboldt, was itself a junk!
2) The modern PhD system, originated from Germany, was itself totally rubbish!
Evidences are more, but listed are few:
1) The PhD student adimission in Germany does not require TOEFL test!
2) There is no Political (anti-)Science Examination tests in Germany.
3) There is no advanced, productive and modern PhD student class in Germany, where 10 or more students are taught by one professor.
4) Some German, e.g. a named Gauss, got their (his) PhD WITHOUT defense!
