I can think up the following reasons.

1. She was a foreigner so she could not be trusted.
2. She was only a lelevl scieitst in Manhatan's project so that she could not be of much use anyway
3. She is anti-nuke and did not want to work in such projects for any country
4. Even if she left USA and she was anti-Meidi,
she still thought it was not good to work against
USA and China honored her wish.
