I did find nationality requirement to be a memeber
so Xiao is OK to join Min Jian even if he is a US citizen

He can have trouble with USCIS under dept of homeland security if he is still a US green card holer but did not disclose his memebership with Min Jian or if he is a citzen, he did not disclose it in his application,
especially if Min Jian can be classified as a
affiliated organization of a totalitaian party
by USCIS defnition
