If you are in an efficient market, you ALWAYS pay for something the price that matches its value, one way or another, although everyone thinks he can cut a better deal.

In the case if Pan, the market is very close to be ideally efficient. Suppose you can hire a foreign scientist to do this work for $200k/year (I think that's a fair price for a high calibre scientist working in China). Now you are convinced Pan will do this work for a lot less, say $100k/year becasue that's about as much cash you can manage. You think you can strike a good deal like this? I tell you you can't! You have to pay him with sth else, so it come with a little propaganda, you give him some fame becasue fame is valuable. Now you can discuss what's the price you will have to pay to eliminate any negative effect from such propaganda. If the authority is smart enough, that price should be about $100k/year.

You pay for what you get. There is no other way around.
