Bribing with cash is a norm in Mexico. Anyone who conducts business in Mexico can tell you that. Maybe some chinese travellers get the impression that they have to do that anywhere in Mexico.

I know a white US citizen who has to travel to a Mexico plant very often for work. He always keeps a small amount of cash, usually USD50-100 in his pocket when he drives across the border with expensive semi-finished manufactured goods. By bribing the Mexican guard he is able to bypass all the paper work that is time consuming and drives up inventory cost. His colleagues speculates that he actually established a personal relationship with certain Mexican border officials.
