Since the subject is (or I suppose) "do they make the right decision of bending the rule and investing a lot of valuable resources in hiring Pan?". I can talk about how decisions of similar types should usually be made:

Make it very clear: don't mix up whether you should invest with how you will invest. They are two different questions, each has to be answered regardless of the anwer of the other question.

The first part is "do you want Pan?" You may later determine you can't afford him (but it doesn't mean you don't want him anymore). To get an answer of this question is difficult: it depends on your strategy: where is KeDa going and how is KeDa positioned in 1/2/5/10/20 years? I don't mean such an strategy always make sense, but if you want to participate in the decision making process (as I assume you intend to) you must have agreement on a common strategy, otherwise you should hammer out your strategy first.

The second part is easier: Do you have all the resource required to hire him and how to do that at the lowest cost you can absorb? You should factor in the time value, ie. $1000 today is equivalent to $1500 one year from now if the expected return is 50%/year.
