no one "controlling the speaking," not like mainland China, everything is censured, and that is what you called "controlling the speaking." There are dominant opinions about China, in the Western world, that the Chinese government is "goons and thugs." However, that is not the only voice. Frankly, Chinese government does very little in terms of to improve its P.R in the Western world. Most of the Chinese media, however is dominated by pro-Chinese voice. It is likely that the Chinese government cares less about its image in the eyes of the Westerners, because Beijing knows it won't make convincing case that a government who even censures the internet can really be regarded highly in the eyes of those who embraces freedom of speech, the fundamental human rights. Of course, it is even harder for most of us in the West to take Beijing's propaganda seriously.
Beijing is still like spoiled child who doesn't want to grow up. Through out the Chinese history, Chinese royal courts had never had any serious criticism until the Westerners came with battleships. The Americans violation of human rights in Iraq and Afghanistan, and the Bush administration has to face the music, and deal with it. Beijing however, cannot stand it. That is what happens here. It is not about the dominant Western media demonize China; it is the Beijing who can't lost face to the people it rules.
