proves the old way of "governing by ideology", or "one formular fits all" won't die easy. I am grateful today's China is not managed by you guys, and I start to see the reason why Chinese government sets a mandatory age line for retirement and recruiting of officials. 6 weeks ago I listened a SH local official talking, a JuZhang, 36 years old, not as well educated as you guys, but I can tell you his way of thinking is WAY ahead of you.
When discussing big subject like environmental policy it's better to start from a specific case, use facts not metaphors. And the a policy decision will not be based on a "scientific" statement but on compromise and such compromise is going to be a dynamic one.
