Up to 13 people may have been killed in a rampage by a gunman in upstate New York.

At least four have been shot dead and 40 taken hostage at a civic centre in the town of Binghamton.

Police say the shooter is armed with a high-powered rifle and he is believed to be an Asian man in his 20s.
