What are you talking about?! You think ambition does not come with a monetary value?
All I was saying if you want to get the qualified people for the job you need to pay the right price. If you are cheap you get unqualified people who will do a lot of unprofessional things. And that's only one of many necessites to have a clean government. I don't know what the right price is that was why I was asking. You need to conduct a comprehensive study to determine the value of a job on case by case basis.
