The point here is that these officials do not just want their "fair" share of compensation. They want to get as much as possible without doing their rightful duties as government officials. That's why a lot of things are not getting done in China, but a lot of officials are rich! The fact that positions in market supervision and taxation are so hot proves the point.
These people are thieves. If you consider loots as the compensation for thieves' "hard" work, then you are worse than dumb - you are totally screwed up.
