There are many penalty functions that can work (and others no proper solution exists). One example is that if no agreement is reached, all the money on table is taken away.

As a game theoretical problem, it also need to restrict and define the set of strategies of each players.

Once the problem is properly specified (reward-already given, penalty, action set), then a solution may be found (not guaranteed though).

There is no proper solution now.
