Price is decided by supply and demand.
When unemployement rate is high,usually the rental return drops, but you still carry the same debt, and the interest rate is not neccessary low, because the interest rate is not just used to control the economic activities, but is also used to against inflation.
It happened once in Australia, between late 80s and early 90s, interest rate was so high 15-17%, and the rent was so cheap, and of course, the house was so cheap.
