They should split the bbs in to two. One is for internal users only and subjects on it will be regulated: university study and life only. The other one is open to everyone but who ever want to post on it must pay for the membership using personal credit card.
That way you create a barrier you want, know who is talking, regulate what can be talked and no one can complain: university resource is scarce resource in china, outsider who want to use it or students who want to use it for non-study related purposes have to pay.
The next step is to determine how much you are going to charge for the membership.
