In government labs and institues system,
Government research scientist system is more or less equivalent to prof system in univs.
Those research scientist, including assistant research scientist, can work as a PI of a project.
I cann't say anything about industry system. A boss can offer a senior research scientist to a newly graduated PH.D. It doesn't cost the boss anything and it is his/her freedom. Just like very one is a VP in a private company.
