Don't count those wrong cases because in wrong cases
even 开除学籍 should be undone and let the person in
case come back.

If such a person does come back, then he come back
just as fresh new. Say, Zhou Xun was expelled from Keda
and he could applied to Keda again in next Gao Kao.
But this allies to 退学和勒令 and 开除学籍
