10月17日，“亦明”向密歇根州立大学(MSU)发出举报信。一个月之后，“亦明”收到了MSU学术诚信负责人(ResearchIntegrityOfficer)吉姆斯·M. 皮瓦尼克的初审报告：“抄袭的指控成立必须符合两个标准，第一个是定义标准，第二个是证据标准。”报告说：“关于定义标准，如果某人将他人以前发表过的文章融入自己的文章之中，但却没有做出说明，则这种行为构成学术不端行为。本项指控达到了这个标准。”

即：“抄袭的指控成立必须符合两个标准，第一个是定义标准……本项指控达到了这个标准。”

这显然不是从亦明手里的原文翻译过来的。

There are two criteria that must be met in order for the RIO to refer an Allegation to an Inquiry. The first criterion is definitional; the second is evidentiary. Regarding the definitional criterion, if an individual writes an assay and includes, without attribution, significant sections of an article published previously by someone else, this could constitute Misconduct. The first criterion has been met.
