赫尔辛基宣言里是这样说的：
“Biomedical research involving human subjects should be conducted only by scientifically qualified
persons and under the supervision of a clinically competent medical person （要求由一名胜任的、符合资格的医生负责监督管理）. The responsibility for the
human subject must always rest with a medically qualified person and never rest on the subject of the
research, even though the subject has given his or her consent.“ - DECLARATION OF HELSINKI 1989

我们都知道，像这样的介入性人体试验必须要由合格的医生来主持。 肖传国1995在平顶山做人体试验时是什么身份？ 他只是长岛医学院的一名科研工作者，他根本就不是个医生！他不具备接触病人资格， 他怎么可以以科研工作者的身份来主持这样的临床试验呢？
