It ignites when it is shoot. Typical application is for the platoon or squad leader to shoot tracer rounds, and the rest of the squad follow the target. This is typical practice in NATO, I imagine Chinese military does the same. If it not tracer, and far away from the barrel, I can't imagine someone can feel the heat just because the bullet penetrate clothing. It would be something for the mythbuster to test. :)
