Even though Ivies have need-blind admission and need-based aid, the messages are not direct enough to a high school grad without money to hire a good consultant. But in England, how much does Oxford cost can be directly found in the web. So it's more possible to let a person from lower class to receive best education fit in England than in Amercia. Of course, America has affirmative action. And England isn't trouble free. Since not only capital, but star professors, are move freely around the world. Thus richer but less open to the poor institution will get better professors, and better prestige.
