The following is the full text of the resolution, as translated from German by Dechen Pemba of International Campaign for Tibet in Berlin:

For the abolition of the death penalty and the release of Tenzin Delek Rinpoche
Protest against torture and human rights violations in China
Against the exploitation of resources


Tenzin Delek Rinpoche, a highly respected Tibetan monk, was unjustly sentenced to death by the Chinese government. For over 25 years he rebuilt Orthok monastery, established schools, children's homes and retirement homes in Kham, East Tibet, in present-day Sichuan province. He was a role model for the preservation of Tibetan Buddhism and Tibetan culture. He is loyal to the Dalai Lama. He vehemently opposed mining which pollutes rivers and poisons the soil, condemned deforestation practices, which lead to flooding and soil erosion, and condemned unregulated hunting, which leads to the extinction of species. He was sentenced to death on 5th December 2002 for political reasons during a secret trial without legal assistance, despite widespread international protest (demarches by the European Union, EFTA States, the USA, Canada, Australia, New Zealand). The sentence was confirmed by the highest provincial court on 26th January 2003. The execution was postponed for two years, i.e. his execution will take place between 5th December 2004 and 26th January 2005.

It is assumed that Tenzin Delek is exposed to torture, just the same as other political prisoners. After his arrest he was held in solitary confinement for six months. According to Amnesty International, the detention of Tibetan prisoners is marked by beatings, electric shocks, hanging up by the arms, chaining, sleep and food deprivation, raping of women and forced abortion. Countless prisoners have died in detention or shortly after release due to the effects of torture.

Since the annexation of Tibet by China, the Tibetan people have been victims of a creeping cultural genocide and the destruction of their natural environment. So far, according to the Government of Tibet in Exile, approximately 1.2 million Tibetans have died due to the occupation. Since the 90s, the Chinese government has strengthened their efforts to destroy Tibetan Buddhism. As the International Campaign for Tibet has investigated, the Chinese government drastically regiments monasteries and religious life, photographs of the Dalai Lama are forbidden and prominent Tibetan Buddhist Institutes have been destroyed (Serthar and Yachen, both in 2001). It supports the unregulated influx of Chinese settlers into Tibetan areas who control the economy there. Tibetans are becoming a socio-economically marginalised population group in their own country. A railway line (1118 km) from Gormo (Golmud), in present-day Qinghai province, to the Tibetan capital city, Lhasa, is currently under construction in order to export minerals to China and to enable easier military access to the Tibetan plateau.

Huge dam projects are initiated, without consultation of the Tibetan population at holy lakes (e.g. Megoe Tso/Yeti Lake), partially even illegally (e.g. Renzonghai Lake). They destroy unique landscapes and threaten endemic species.

Saving Tibetan culture, identity and nature requires an extensive political solution for Tibet, in which Tibetans can determine their own way of life.

1. We call on Joschka Fischer to explicitly call on the Chinese government to release Tenzin Delek.

2. There are annual attempts to pass a China-critical resolution at the UN Human Rights Commission in Geneva. The European Union states decide neither to propose their own resolution nor to co-sponsor the US proposal and therefore indirectly support the no-action motion. We ask Joschka Fischer to engage in more active criticism of the human rights situation in China through the European Union.

3. The Chinese government should be determined to meet its promises of applying fundamental principles of the rule of law, and to respect human rights in Tibet, up to the Olympic Games in 2008. The arms embargo against China may not, under any circumstances, be lifted during this time.

4. Tibet, i.e. the Tibet Autonomous Region (TAR) and all Tibetan areas outside of the TAR, should be administered by Tibetans for Tibetans in a genuine autonomy, according to principles of ecological compatibility, which protect and preserve life and nature, as the Dalai Lama has been calling for for over 20 years.

5. We call on the Federal Government to explicitly and firmly request the Chinese leadership, in particular Hu Jintao and Wen Jiabao, to negotiate with the Dalai Lama for a peaceful resolution of the Sino-Tibetan conflict.
