1) the need for efficiency, as you mentioned, the optimal allocation of resources and 2) the need for equality. If this second need is not being taken care of, it will have negative impact on efficiency.

Actually, the rich in the U.S. realized this as well. That's why they give to the charities and the poor. Just imagine if only you and a handful of people are rich most others are poorly, that kind of society is not pleasant for rich people to live in either.
