Even in the old testament, names like Ruth are not jews but Moabite. Stephen appears in Act, which is in the new testament. During that time, which was after Alexander the Great, Greek influrence was every where in the Middle East. The ethnic of Stephen in the Act (New Testament) is not known, but likely to be a jews, hence his name might have been Kelil, an Aramaic name, (Aramaic was the language spoken there at that time). Since Act was written in Greek, and the name Kelil might have been translated to Stephanos.
