However, the local people will benefit at least in following aspects:
1. the compensation of re-location (new houses, new school, .....). Moving out fo the steep slope should be encouraged anyway.
2. the share of profit by selling electricity to Guangdong.
There is no reason to assume that none of the profit can be kept for local use. The estimated share is 1 billion yuan /yr for Yunnan.
Of course, if would be great if they can keep more of the profit.
