Your statement "about government is the problem not the solution" is a false dichotomy. The performance and role of government is somewhere within a spectrum, not a yes-or-no. The government didn't do well in some area does not rob them of their role in regulation.

Similarly, you can say banks, financial institutions or insurance companies are the problems not the solutions. This is not true either.

They all have roles. How much of a role is up for debate.
