Before September 11, hijacking is not an act of war. Since most of the political motivated hijacking before that were intended to negotiate. September 11, however, changed the whole paradigm. The terrorists intended to maximize destruction using hijacked aircraft. So if "hackers" hack in, say a reactor to cause nuclear meltdown, it should be consider an act of war.
