I only have ipad1 and am waiting for ipad 3. If the apple camera does not zoom

At least there are camera apps that allow you to zoom.

But as Steven mentioned: you cannot zoom out if you never zoomed in. You have to move camera away if that is the case, I am sure that is not what you mean.
