two electric charges interact with field, but locality requirement generates electromagnetic wave.

Even in Bell's experiment, the two spin's are not "interact" with each other. Without bring the two measurement results together -- "together" means LOCAL, no one would know there's any correletion. So it is just a matter of our "knowledge" instead of "reality". Don't mix quantum entanglement as another "interaction.
