　　华北电力大学千人计划潘伟平是全职在国外还是在国内？

　　方舟子先生于2013年4月1日在其微博上爆料“美籍台湾人潘伟平作为华北电
力大学全职教授在2010年入选第五批“千人计划”。实际上到现在潘伟平仍然是
美国西肯塔基大学化学系全职教授兼该校孔子学院院长。潘教授曾被指控剥削中
国大陆来的留学生和访问学者，被告上法庭：http://t.itc.cn/UbQff”。我是
华北电力大学能源动力与机械工程学院的教师，主要从事热能工程方面的研究工
作，与潘伟平研究方向一致。本人不得不佩服方舟子先生的锐利目光及其学术打
假的勇气，打假到位并准确无误。

　　作为华北电力大学的教师，我不想对我的学校做出什么评价，但非常了解潘
伟平是全职在国内还是在国外。从其发表的论文及其作者单位的标注中，就可以
了解美籍台湾人潘伟平是如何依靠“千人计划”的名义，骗取中国大陆老百姓的
纳税钱了。

　　美籍台湾人潘伟平在2010年入选千人计划后，共发表文章18篇，其中第一作
者0篇，第二作者0篇，第三作者1篇，第四作者5篇，第作者8篇，第六作者2篇，
第八作者1篇，第九作者1篇。标注西肯塔基大学的17篇，同时标注西肯塔基大学
和华北电力大学的1篇（正在出版中）。(以上统计从2011年算起至今，因为论文
的正式发表有滞后，因此未计算2010年的)。
