美国红十字会的管理费用

　　自从地震以来，许多中文网站都在传说美国红十字会可能对捐款征收高达百
分之三四十的管理费。俺在五月十四日给美国红十字会写信询问，他们拖到今天
才回信，不知道是否过于繁忙，还是因为效率不高。但答复说他们的国际捐款管
理费只有百分之九，其他总共也不到百分之十一：

Dear Eddie:

Thank you for contacting the American Red Cross to share your concerns. 
The information you received is completely false.

Regarding the International Response Fund, up to 9% management and 
governance costs are applied by the American Red Cross, with at least 
91 cents of every dollar going directly to the International disaster 
relief efforts.

At least 89 cents of every dollar donated to the American Red Cross 
goes directly to disaster relief efforts. These services include 
providing shelter, food, financial support, health and mental health 
counseling, maintaining a 24-hour toll-free hotline, costs associated 
with Emergency Response Vehicles, and other assistance to those in need. 
No more than 11 cents of each dollar is used to cover the management 
and general expenses associated with operating the American Red Cross. 
These expenses include items such as legal services, insurance, 
technology support, public information and awareness, stewardship 
costs such as audit fees, fundraising expenses, and other management 
costs.

The goal of maximizing donations is ambitious, and the Red Cross 
continues to rise to the challenge as evidenced by being named a 
"four-star charity" by the non-profit site Charity Navigator for the 
fifth consecutive year.

Found online at www.charitynavigator.org, Charity Navigator is an 
independent charity evaluator that provides unbiased ratings of a huge 
number of charities spanning the spectrum of causes to be supported. 
The non-profit group was founded in 2001 on the premise that, while 
Americans are generous and wish to make charitable contributions, many 
are unsure where to start.
