As a user of unix for 15 years, i certainly know telnet, rsh,etc were on UNIX before they are on windows. however, they all have been ported to windows. On other hand, windows originated apps, such as Terminal Service, are not all ported to unix, (terminial service client has been ported to unix, but not the server). It's certainly true statement "more choice on windows than on unix"
